It covers the extra costs of being paid across borders: payment and currency conversion fees (PayPal, for example, charges 4.4% plus a fixed fee to receive an international payment, and about 3% to convert it), bank charges, and the extra admin of working internationally. It is shown on your quote, so you can see exactly what it is.
As an example, a R3,000 WordPress site comes to R3,450 for a client abroad, and a R6,500 business website comes to R7,475. Because of the allowance, clients outside South Africa order through a quote rather than the online shop.
What Changes the Price
The prices above cover standard websites, and most businesses fit one of them. Costs rise above these when a project needs more, and the honest approach is to scope and quote that separately rather than surprise you:
